Consular and Passport Services


Applications for Consular services can be made  at the Embassy of India, Zagreb, which is open from 1000 hours to 1200 hours on all working days. All applicants for consular services are required to submit their Passport. All original documents must be submitted along with a photocopy. Application forms can either be downloaded from the website or obtained from the counter. More information on Consular Services is offered at the Embassy of India, Zagreb.

Attestation of Documents and Powers of Attorney

Any affidavit, declaration or Power of Attorney to be used in India may be attested in the Embassy. For this you need to bring the documents to be attested in original along with a photocopy, and your valid passport. You will be required to sign the documents in the presence of Embassy officials at the service counter. In the case of Powers of Attorney, you also need to bring a photograph of the Executant(s).

Registration of children eligible for Indian nationality

For a child born in Croatia to be registered as an Indian citizen the application must be made within three months of the child's birth on the prescribed form. At least one of the child's parents must be an Indian citizen at the time of applying. Along with the application please enclose passports of both parents and a full version of the birth certificate of the child. Photocopies of the birth certificate and of the first two and last two pages of the parent's passports are also required.  You also need to submit  an affidavit stating that your child has not acquired Croatian nationality and also that both the parents give their consent for issue of Indian Passport for the child.

Police clearance certificates (PCC)

You can apply for a Police Clearance Certificate on the prescribed form. You are also required to submit your passport and a photocopy of the first two and last two pages of your passport. The fee for a PCC is Kuna equivalent to Rs. 500/-.

Life certificates for Pensioners

To obtain a Life certificate from the Embassy, the personal appearance of the applicant is usually necessary at the Embassy. The applicant needs to bring his/her passport to establish identity. This service is Gratis for pensioners only.

Ashes/human remains certificates

The Embassy issues a certificate to enable transport of human Ashes to India. To obtain this certificate you are required to submit the deceased's death certificate, cremation certificate and a certificate from the undertaker confirming that the urn contains ashes of the deceased person. Photocopies of these documents are also required.

Passport Services

Welcome to the passport services of the Embassy of India, Zagreb, Croatia. Applications for Passport services are received at the Consular Section of the Embassy from 1000 hours to 1200 hours on all working days.

THE GOVERNMENT OF INDIA HAS DECIDED TO INTRODUCE MACHINE READABLE PASSPORTS (MRPs) w.e.f. 26th AUGUST, 2007.  HENCE, THEREAFTER NO HAND-WRITTEN PASSPORTS WILL BE ISSUED BY THIS EMBASSY.  APPLICATIONS WILL BE FORWARDED BY THE EMBASSY OF INDIA, ZAGREB, TO THE MINISTRY OF EXTERNAL AFFAIRS, NEW DELHI, WHO WILL ISSUE MRPs AND SEND THEM TO US IN DUE COURSE.

Passport Services fee is required to be deposited in cash at the Embassy counter. Application forms and suggested formats for affidavits etc. can be downloaded from this website or obtained from the Consular counter at the Embassy.

New Passports

A new passport can be issued on the expiry, or up to one year before expiry, of any passport, which had an initial validity of 10 years. To apply for a new passport you need to fill out the relevant application form along with four recent passport-size coloured photographs. You also need to enclose your current or recently expired passport and the fee of  Kuna 360 if you want an ordinary, 36 page, passport or Kuna 450 if you want a jumbo, 60 page, passport.

Duplicate Passports or Emergency Certificates

If you are on a short visit to Croatia or a work permit holder and have lost or damaged your original passport you can approach the Consular Section. You will need to fill out the relevant application form along with 4 recent passport size coloured photographs. You also need to enclose a Police Report regarding lost or stolen passport. You may also provide a photocopy of your lost passport/expired previous passport, or any other document proving your Indian nationality and a brief note under what circumstances you have lost/damaged the passport.  At present, the fee for Duplicate Passport of 36-pages is Kuna 1125. 

Change in appearance

If your appearance has changed significantly since your last passport was made, you can apply for a fresh passport with a more recent photograph. You will need to fill out the form meant for a new passport along with four recent passport-size photographs. You also need to enclose your current passport. The fee for this service is Kuna 180 if you want an ordinary, 36 page, passport or Kuna 225 if you want a jumbo, 60 page, passport. For change in appearance, in case of minor children, parents have to give a certificate affixing photograph of the child and as far as adults are concerned an affidavit signed by the applicant and countersigned by Notary Public/Police etc.

Change of name subsequent to marriage

If your surname has changed subsequent to marriage and you want a new passport in your married name you will need to fill out the form meant for a new passport and an affidavit of change of name. You also need to enclose your current passport, your original marriage certificate with a photocopy and your spouse's passport. At present, the fee for change of name subsequent to marriage is Kuna 90.

Passports of Children of Indian Origin born in Croatia

Children's name cannot be entered on their parent's passport any more. For a child to be given an Indian passport he must have been registered with the Consular section of the Embassy within six months of birth. To apply for issue of a new passport to a child you must fill out the relevant application form for a new passport along with four recent passport-size coloured photographs. You also need to enclose passports of both parents and the child's birth certificate, along with a photocopy. The fee for this service is  Kuna 405 (Kuna 180 - for registration of Child's birth in the Embassy and Kuna 225 - for issuing a 36 pages ordinary passport. An undertaking duly signed by the parents to this effect is also necessary.

Passports for Minors (<15 Years)

Original and photocopy of the Birth Certificate issued by the hospital/commune, parents' passports in original and copies, application form, duly filled in and signed, four recent passport size photographs, marriage certificate(if the name of the spouse is not endorsed on the respective passport). Please ensure that column No.16 on page No.3of the application form (declaration of parents/guardian if applicant is minor) is duly filled in and signed by both the parents.  The passport fee of Kuna 225 is payable.

Miscellaneous Services

Miscellaneous Service is addition or amendment to the existing passport such as grant of 'Emigration Clearance Not Required (ECNR), deletion of child/children's name from the mother/father's passport, change of present/permanent address, inclusion/deletion of spouse's name, change of surname subsequent to marriage etc. or any other observation required in the existing passport regarding the personal/passport particulars. For Miscellaneous Service, you will need to fill out the Miscellaneous Service application form, enclose your current valid passport and relevant document (original plus one photocopy) in support of the required service. The fee for each Miscellaneous Service is Kuna 90.  However, the fee for each attestation of all documents relating to property matters is Kuna 180.

ECNR

Applicants for Emigration Clearance Not Required (ECNR) endorsement are required to submit proof of eligibility for ECNR like Degree/Diploma Certificate or proof of having stayed abroad for more than three years or proof of having paid Income Tax in India for the last three years. The Degree/Diploma Certificate should be attested by the Consular Section of the Ministry of External Affairs, New Delhi.  The fee for ECNR endorsement is Kuna 90.

Inclusion of Spouse's Name

Applicants for inclusion of spouse's name in the passport are required to submit original marriage certificate and a copy.

Deletion of Spouse's Name

Applicants for deletion of spouse's name from the passport are required to submit Original Divorce deed/Death Certificate duly attested by the Consular Section of the Ministry of External Affairs, New Delhi.

Change of permanent address

Applicants for change of permanent address in the passport are required to submit a written request, in addition to the normal application form.

Change of Name

Application for change of name requires issue of a new passport. Applicants for change of name due to marriage, re-marriage or divorce are required to submit a certified marriage certificate and a joint affidavit in the prescribed format for change of name from husband and wife along with the joined photograph/ divorce deed or death certificate of spouse dully authenticated/ divorce deed authenticated by a court, respectively. In other cases, two original newspaper clippings from newspapers with wide circulation at their normal place of residence in India and an affidavit in the prescribed format for change of name are required.

Persons of Indian Origin (PIO) Cards

PIO CARD SCHEME

The Government of India has launched a  Comprehensive Scheme for the Persons of Indian Origin - called the "PIO Card Scheme" with effect from September 15, 2002. Under this scheme, Persons of Indian Origin up to the fourth generation (great grand parents) settled throughout the world, except for a few specified countries, would be eligible.

"Person of Indian Origin" means a foreign citizen not being a citizen of Pakistan, Bangladesh and other countries as may be specified by the Central Government from time to time if

  • he/she at any time held an Indian passport; or
  • he/she or either of his/her parents or grand parents or great grand parents was born in and permanently resident in India as defined in the Government of India Act, 1935 and other territories that became part of India thereafter provided neither was at any time a citizens of any of the aforesaid countries (as referred to in 2(b) above; or
  • he/she is a spouse of a citizen of India or a person of Indian origin covered under (i) or (ii) above.

The Benefits

The PIO card holder does not require visa to visit India.

  • There are special counters at the immigration check posts for speedy clearance. PIO card holder can avail the facilities given below in par with NRIs in different fields.
  • In the economic, financial and educational fields.
  • Housing schemes of LIC, state government and other government agencies.
  • For admission of their children to educational institutions in India including medical colleges, engineering colleges, institutes of technology, institute of management, etc, under the general categories.
  • Facilities in the matter of acquisition, holding, transfer and disposal of immovable properties in India except in matters relating to the acquisition of agricultural/plantation properties.

 

No parity shall be allowed in the sphere of political rights.
 
In the event of continuous stay in India exceeding 180 days, the PIO card holder has to register with the Foreigners Regional Registration Office (FRRO).

How to Apply

Form of application for issue/renewal of a PIO Card:

An application for issue/renewal of a PIO Card may be made in the prescribed form (in duplicate) alongwith four recent stamp size photographs and the following documentary evidence substantiating your claim as a Person of Indian Origin, as defined above :

  • Old Indian Passport and photocopy of first two pages and last two pages or copy of cancelled Indian Passport and Croatian Passport, in original.
  • Photocopy of birth certificate in case of applicants under 18 years along with PIO Card application.
  • Photocopies of both parent’s Passport are required in case applicant never held Indian nationality.
  • Photocopy of 2 documents as a proof of current Croatian address (for example: Driver’s License/Telephone bill/Utility bill/lease agreement, etc.)

Authority to which application is to be made:

  • (i) An application for issue of a PIO Card shall be made to an Indian Embassy/High Commission/Consulate in the country where the applicant is ordinarily resident.
  • (ii) Applicants already in India on Long Term Visa (more than one year) shall make the application for issue of a PIO Card to the following authorities:

 

(A) Those residing in:

  • Delhi
    Foreigners Regional Registration Officer, Level –II, East Block VIII, R.K. Puram, Sector – I, New Delhi.
  • Mumbai
    Foreigners Regional Registration Officer, Annex II, Commissioner of Police, Craw Ford Market, Mumbai - 400001.
  • Kolkata
    Foreigners Regional Registration Officer, 237, Acharya Jagdish Chandra Bose Road,  Kolkata – 700020
  • Chennai
    Chief Immigration Officer, Bureau of Immigration, Shastri Bhavan Annex, No.26, Haddows Road, Chennai- 600006.


(B) Those residing in areas other than (A) above:

Validity of PIO Card:

A PIO Card shall be valid for a period of fifteen years. The PIO Card will be valid only when accompanied with a valid passport.

Fee:

Fee for new PIO Card for adult – Kuna equivalent of Rs. 15000/-

Fee for new PIO Card for children below the age of 18 years – Kuna equivalent of
     Rs. 7500/-

Facilities to be extended to a PIO Card holder:

  • A PIO Card holder shall not require a visa to visit India.
  • A PIO Card holder will be exempted from the requirement of registration if his stay in India does not exceed 180 days.
  • In the event of continuous stay in India of the PIO Card holder exceeding 180 days, he / she shall have to get himself/ herself registered within 30 days of the expiry of 180 days with the concerned Foreigners Registration Officer at District Headquarter.
  • A PIO Card holder shall enjoy parity with NRIs in respect of all facilities available to the latter in the economic, financial and educational fields except in matters relating to the acquisition of agricultural/plantation properties. No parity shall be allowed in the sphere of political rights.

Overseas Citizenship of India

The Government of India has decided to launch the scheme for Overseas Citizenship of India (OCI) with effect from 14 November 2005.  The eligibility criteria and the application form are available at:  http://passport.gov.in/oci/OnlineOCIRegistrationG.jsp  Forms duly completed, along with a fee of US $ 275/- per application can be submitted to this embassy for being forwarded to the concerned authorities in India for granting of the OCI Registration Card.  Those who are already holding PIO Cards can apply on payment of a fee of US $ 25/-.

The OCI Registration fee is normally required to be deposited in cash at the Embassy counter.

  • Use capital letters only.
  • Use Black/ Blue ball pen only.
  • Don't fill the form with pencil or ink-pen.
  • Write clearly within the box without touching the boundaries.
