Applications for Consular services can be made at the Embassy of India, Zagreb, which is open from 1000 hours to 1200 hours on all working days. All applicants for consular services are required to submit their Passport. All original documents must be submitted along with a photocopy. Any affidavit, declaration or Power of Attorney to be used in India may be attested in the Embassy. For this you need to bring the documents to be attested in original along with a photocopy, and your valid passport. You will be required to sign the documents in the presence of Embassy officials at the service counter. In the case of Powers of Attorney, you also need to bring a photograph of the Executant(s).
For a child born in Croatia to be registered as an Indian citizen the application must be made within three months of the child's birth on the prescribed form. At least one of the child's parents must be an Indian citizen at the time of applying. Along with the application please enclose passports of both parents and a full version of the birth certificate of the child. Photocopies of the birth certificate and of the first two and last two pages of the parent's passports are also required. You also need to submit an affidavit stating that your child has not acquired Croatian nationality and also that both the parents give their consent for issue of Indian Passport for the child.
You can apply for a Police Clearance Certificate on the prescribed form. You are also required to submit your passport and a photocopy of the first two and last two pages of your passport. The fee for a PCC is Kuna equivalent to Rs. 500/-.
To obtain a Life certificate from the Embassy, the personal appearance of the applicant is usually necessary at the Embassy. The applicant needs to bring his/her passport to establish identity. This service is Gratis for pensioners only.
The Embassy issues a certificate to enable transport of human Ashes to India. To obtain this certificate you are required to submit the deceased's death certificate, cremation certificate and a certificate from the undertaker confirming that the urn contains ashes of the deceased person. Photocopies of these documents are also required.

A new passport can be issued on the expiry, or up to one year before expiry, of any passport, which had an initial validity of 10 years. To apply for a new passport you need to fill out the relevant application form along with four recent passport-size coloured photographs. You also need to enclose your current or recently expired passport and the fee of Kuna 360 if you want an ordinary, 36 page, passport or Kuna 450 if you want a jumbo, 60 page, passport.
If you are on a short visit to Croatia or a work permit holder and have lost or damaged your original passport you can approach the Consular Section. You will need to fill out the relevant application form along with 4 recent passport size coloured photographs. You also need to enclose a Police Report regarding lost or stolen passport. You may also provide a photocopy of your lost passport/expired previous passport, or any other document proving your Indian nationality and a brief note under what circumstances you have lost/damaged the passport. At present, the fee for Duplicate Passport of 36-pages is Kuna 1125.
If your appearance has changed significantly since your last passport was made, you can apply for a fresh passport with a more recent photograph. You will need to fill out the form meant for a new passport along with four recent passport-size photographs. You also need to enclose your current passport. The fee for this service is Kuna 180 if you want an ordinary, 36 page, passport or Kuna 225 if you want a jumbo, 60 page, passport. For change in appearance, in case of minor children, parents have to give a certificate affixing photograph of the child and as far as adults are concerned an affidavit signed by the applicant and countersigned by Notary Public/Police etc.
If your surname has changed subsequent to marriage and you want a new passport in your married name you will need to fill out the form meant for a new passport and an affidavit of change of name. You also need to enclose your current passport, your original marriage certificate with a photocopy and your spouse's passport. At present, the fee for change of name subsequent to marriage is Kuna 90.
Children's name cannot be entered on their parent's passport any more. For a child to be given an Indian passport he must have been registered with the Consular section of the Embassy within six months of birth. To apply for issue of a new passport to a child you must fill out the relevant application form for a new passport along with four recent passport-size coloured photographs. You also need to enclose passports of both parents and the child's birth certificate, along with a photocopy. The fee for this service is Kuna 405 (Kuna 180 - for registration of Child's birth in the Embassy and Kuna 225 - for issuing a 36 pages ordinary passport. An undertaking duly signed by the parents to this effect is also necessary.
Original and photocopy of the Birth Certificate issued by the hospital/commune, parents' passports in original and copies, application form, duly filled in and signed, four recent passport size photographs, marriage certificate(if the name of the spouse is not endorsed on the respective passport). Please ensure that column No.16 on page No.3of the application form (declaration of parents/guardian if applicant is minor) is duly filled in and signed by both the parents. The passport fee of Kuna 225 is payable.
Miscellaneous Service is addition or amendment to the existing passport such as grant of 'Emigration Clearance Not Required (ECNR), deletion of child/children's name from the mother/father's passport, change of present/permanent address, inclusion/deletion of spouse's name, change of surname subsequent to marriage etc. or any other observation required in the existing passport regarding the personal/passport particulars. For Miscellaneous Service, you will need to fill out the Miscellaneous Service application form, enclose your current valid passport and relevant document (original plus one photocopy) in support of the required service. The fee for each Miscellaneous Service is Kuna 90. However, the fee for each attestation of all documents relating to property matters is Kuna 180.
Applicants for Emigration Clearance Not Required (ECNR) endorsement are required to submit proof of eligibility for ECNR like Degree/Diploma Certificate or proof of having stayed abroad for more than three years or proof of having paid Income Tax in India for the last three years. The Degree/Diploma Certificate should be attested by the Consular Section of the Ministry of External Affairs, New Delhi. The fee for ECNR endorsement is Kuna 90.
Applicants for inclusion of spouse's name in the passport are required to submit original marriage certificate and a copy.
Applicants for deletion of spouse's name from the passport are required to submit Original Divorce deed/Death Certificate duly attested by the Consular Section of the Ministry of External Affairs, New Delhi.
Applicants for change of permanent address in the passport are required to submit a written request, in addition to the normal application form.
Application for change of name requires issue of a new passport. Applicants for change of name due to marriage, re-marriage or divorce are required to submit a certified marriage certificate and a joint affidavit in the prescribed format for change of name from husband and wife along with the joined photograph/ divorce deed or death certificate of spouse dully authenticated/ divorce deed authenticated by a court, respectively. In other cases, two original newspaper clippings from newspapers with wide circulation at their normal place of residence in India and an affidavit in the prescribed format for change of name are required.
The Government of India has launched a Comprehensive Scheme for the Persons of Indian Origin - called the "PIO Card Scheme" with effect from September 15, 2002. Under this scheme, Persons of Indian Origin up to the fourth generation (great grand parents) settled throughout the world, except for a few specified countries, would be eligible.
"Person of Indian Origin" means a foreign citizen not being a citizen of Pakistan, Bangladesh and other countries as may be specified by the Central Government from time to time if
The PIO card holder does not require visa to visit India.
No parity shall be allowed in the sphere of political rights.
In the event of continuous stay in India exceeding 180 days, the PIO card holder has to register with the Foreigners Regional Registration Office (FRRO).

The Government of India has decided to launch the scheme for Overseas Citizenship of India (OCI) with effect from 14 November 2005.
